Facebook and Instagram ads for plumbers: the offers that work and the ones that flop

By Steve Meitler · 2026-07-22 · 4 min read

Meta ads cannot sell an emergency, but they sell water heaters, repipes and softeners. Creative, offers, budgets and retargeting for a plumbing company.

Nobody scrolls Instagram with a burst pipe. That one sentence explains why most plumbing companies try Meta ads, get 40 junk leads, and quit.

Meta is not a demand channel for emergency work. It is a demand-creation channel for the planned, high-ticket jobs a homeowner has been putting off: a 13-year-old water heater, galvanized pipe they know is failing, hard water eating the fixtures, a sewer line with roots in it. Those jobs carry $1,800 to $12,000 tickets, and the homeowner needs a reason to act this month instead of next year.

The four offers that actually produce booked jobs

Water heater replacement. The strongest plumbing offer on Meta. Target homeowners in your zip codes, ages 35 to 70. Creative shows a rusted tank next to a clean install. Copy names the price: "50-gallon gas water heater installed, $2,150 out the door, permit and haul-away included, next-day install in most of the valley." Leads run $18 to $45. Close rates on booked estimates run 30% to 50% because the offer is concrete.

Repipe and whole-home water line. Longer sale, bigger ticket. Sell an inspection, not the repipe: "Free 20-minute water line check. We test pressure, look at your visible pipe and tell you how many years you have left." Leads run $25 to $60 and a fifth of them turn into a $6,000 to $15,000 job over the following six months. This one needs follow-up, not just a form.

Water softener and filtration. Works best in hard-water metros. Lead with the symptom, not the equipment: spots on glasses, crusted aerators, a water heater that failed at seven years. Leads run $15 to $40.

Maintenance plan. The slow-month offer. "$14 a month: annual water heater flush, drain check, camera on the main every other year, plus priority scheduling and 15% off repairs." It sells poorly as cold traffic and very well to past customers, which is why the audience matters more than the ad.

Drain cleaning as a Meta offer is a trap. It is an emergency purchase at a low ticket, and the people who click a $99 drain ad are shopping price. Anchor drain pricing on your site instead, as covered in the pricing guide.

Creative: the truck, the tech, the tank

Meta rewards native-looking footage. What works for plumbing, in order:

  1. A 20 to 40 second vertical clip shot on a phone by the tech, talking straight to camera at the job: "This heater is a 2011. See this rust line. Once you see that, you are on borrowed time." No music, no stock footage.
  2. Side-by-side before and after photos of an install. Corroded to clean converts better than clean to clean.
  3. The owner, on camera, saying the price out loud.
  4. A five-second clip of a sewer camera screen showing roots.

Run four to six creatives per ad set and refresh two of them every three weeks. Plumbing audiences in a single metro are small, so frequency climbs fast. When frequency passes 3.0 in seven days, cost per lead usually starts climbing within a week.

Budget and structure

Start at $30 to $50 a day for a metro. Below $20 a day the ad set never leaves the learning phase and you will be reading noise for a month.

Keep it simple. One campaign, sales or leads objective. One broad ad set targeting homeowners in your service zip codes plus a 5 to 10 mile radius, ages 35 to 70, no interest stacking. Meta finds the buyer better than you can, and interest layering on a small local audience just makes it expensive. One retargeting ad set at $8 to $12 a day.

Send traffic to a landing page with a form and a phone number, not to a Meta instant form, unless you have someone calling leads within five minutes. Instant forms produce cheaper leads and worse ones. If you do use them, add one qualifying question: "Is this for a home you own?"

Retargeting is where the money is

Build three audiences and never turn them off:

  • Website visitors, 180 days. Show them the water heater price offer.
  • Video viewers who watched 25% or more, 90 days.
  • Your customer list uploaded from your CRM or QuickBooks. Serve them the maintenance plan and the softener.

Retargeting costs $6 to $15 a lead for most plumbing accounts because the audience already knows you. It also carries the slow months, which is the whole point of the slow season plan.

What to measure

Cost per lead is the vanity number. Track cost per booked estimate and cost per sold job. A $45 lead that books at 40% and sells at 45% is a $250 acquisition cost on a $2,150 water heater. That is a good month. A $12 lead that never answers the phone is a $12 donation.

Install the Meta pixel and the Conversions API. Without server-side events, iOS reporting under-counts your leads by a third or more and you will kill a campaign that was working.

Frequently asked

Should I boost posts instead? No. Boosting has no proper targeting, no retargeting and almost no reporting. The same $20 in Ads Manager does four times the work.

Do I need reviews before running Meta ads? They help everywhere. 34.3% of plumbing companies have fewer than 10 reviews and a homeowner will check your profile before calling. See the reviews guide.

How long before it works? Give it 21 days and $700 minimum. The first week is learning, the second is your first honest read.
